Olympia Police arrested a second suspect on suspicion of murder in the second degree after a months-long investigation into the circumstances surrounding the killing of 32-year-old Shaun Moore.

Detectives made the first arrest last week, when they arrested Kyle Jarstad. Jarstad has been charged with 2nd Degree Murder, Tampering with Evidence, and the Unlawful Disposal of Human Remains.

The second arrest was made Tuesday. Jonathon Carroway was arrested and booked into the Thurston County Jail on suspicion of 2nd Degree Murder. Both men are being held on bail of $1,000,000.

Olympia Police originally responded to the area of Plum St SE and Union Ave SE on September 15, 2020. Passers-by had found a black trash bag containing what appeared to be human remains near the railroad tracks.

OPD Detectives, the WSP Crime Lab, and the Thurston County Coroner’s Office responded to the scene. One detective stated in his report that there was “a strong, obvious smell of death which I was able to identify from previous death investigations”. Coroner’s staff were able to positively identify the remains as human.

The remains ended up being transported to the King County Medical Examiner’s Office, where they were investigated by a forensic anthropologist. During this examination, it was found that there were approximately 12 broken ribs and a broken nose, and that the time of death could have been anywhere from 2 weeks to 6 months from when they were discovered.

The Medical Examiner’s Office was able to pull three fingerprint exemplars from one of the hands of the deceased. They were searched through a database, and all three prints matched to that of Shaun P. Moore, who was last known to have lived at the Fleetwood Apartments, on 7th Ave SE in Olympia.

Detectives located three pieces of mail within 150 feet of where the remains were located. All three were addressed to another subject at that same apartment complex. Detectives then contacted the complex manager.

The manager told detectives that the unit in which Moore lived in had been the source of several complaints in August about a heavy smell coming from the unit. A third-party company was contacted to inspect the unit and one next to it. They found a maggot infestation and thousands of flies.

A pest control company was then called to the apartment, and they notated in their report that the apartment was a “possible breeding area for house and flesh flies”.

Detectives served a search warrant on the apartment on December 17. Several people were inside the a apartment and were transported to the station to be interviewed, including the two that have been arrested so far.

Each person interviewed provided statements about how Carroway had “assaulted (Moore) multiple times for multiple days up to the day of his death”, including being punched hard enough to knock out teeth, and slam him into the shower hard enough to crack the surface of the shower.

They also told detectives that his remains were in the apartment shower for approximately two weeks.

Carroway’s friend contacted detectives this week after hearing about the story. He showed detectives that Carroway had messaged him telling him that he was the one who “threw the final punch” before Moore died, and that Carroway had requested his help in “getting rid of Moore’s remains”, according to the report.

Thurston County Coroner’s Office has requested assistance in locating the family of the deceased. They still have not been able to contact a next-of-kin. Moore was a known transient in the Olympia area, according to the Coroner’s Office. Anyone who knows the family of 32-year-old Shaun P. Moore should contact the Coroner’s Office.

Lacey Police officers and Thurston County Sheriff’s Deputies took one suspect into custody for armed robbery, and another for illegal firearms possession, after a robbery at the Best Buy on Marvin Rd NE in Lacey.

Officers were initially dispatched to the store for reports of a robbery at 7:48 pm. They were told that a man had stolen items, and when confronted by loss prevention, he threatened them with a knife and fled in a silver BMW.

Best Buy employees were able to obtain a license plate, and officers payed a visit to the registered owner’s home, where they found his mother. His mother gave officers the address that her son has been living at, according to Lacey Police.

Officers and Deputies responded to that residence, in the 300 block of Trailblazer St SE. They found the vehicle parked in the driveway. They made contact and took the suspect into custody.

The suspect is a six-time convicted felon, police said, and was found to be illegally in possession of firearms. A search warrant was served on the home, and officers recovered several more guns and drug paraphernalia. They also recovered the stolen merchandise from Best Buy.

The 37-year old suspect has been booked into the Thurston County Jail on suspicion of 1st-degree Robbery. A second suspect, a 30-year old man, was also arrested and booked into the Thurston County Jail on suspicion of Unlawful Possession of Firearms 1st-degree.
